If your toilet doesn't flush completely, then the passageway to the toilet is partially plugged. The toilet needs to be snaked out.
When government regulations changed for low-consumption flush toilets, it took the plumbing industry a couple years to provide a quality 1.6 gallon/flush toilet.

In the 1950s, homes were built using galvanized water pipes. These pipes are rough on the inside and collect calcium and magnesium that is suspended in the water. After a few decades, the water pipes become plugged and very little water is able to flow.
